		<description>If more people had been in the gallery that day to witness how the scene played out, I doubt there would be so few critiques of Rep. Scott&#039;s actions and so many admonishments of the Black Caucus&#039; position. 

Privilege resolutions, like HR 673, are are some of the most versatile pieces of legislation at the General Assembly&#039;s disposal -- they are used to recognize everything from Eagle Scott&#039;s to Tyler Perry&#039;s infamous drag alter-ego &quot;Madea&quot;. Tons of privilege resolutions are written each session, and each day they are adopted in sum -- not individual votes like bills or other resolutions. Most legislators break when the Clerk begins reading them, and the House has a tradition of adopting all privilege resolutions without debate (to jeff: while no such commendation was extended to Bush 43, the House DID pass privilege resolutions commending his election -- in 2000 and 2004 -- praising his response to Hurricane Katrina).

The fact that Rep. Scott felt the need to break protocol and pull this particular resolution out for an individual vote (much to the chagrin of the Republican Speaker, keep in mind), is a testament to his ulterior motive. I won&#039;t go as far to say that Rep. Scott is a racist -- however, his actions do warrant some serious scrutiny.</description>

The two are not mutually exclusive. It is only a course reversal if he voted against the &quot;Hail Obama&quot; resolution because Obama is black, rather than a champion of Socialist and Fascist policies.

From what I have seen, no one has to go out of their way to &quot;insult&quot; lawmakers. In this case, it sounds like intolerance on the part of the Black Caucus saying &quot;Yeah, but what have you done for me lately&quot;.</description>
