		<description>This shelter is a disaster.  They make no effort to help the homeless get off the streets.  Like rico said the area around the shelter constantly reeks of urine normally.  There is open drug dealing outside the shelter.  The shelter has been given many opportunities and second chances to pay off the bill yet they never live up to their promises.  Any other group would have had the water shut off for good a long time ago</description>
