ARC reports ‘dramatic’ slowdown in growth, keeps sprawl-killing program

The Atlanta Regional Commission yesterday said that metro Atlanta experienced its slowest year in growth since 1990. Between April 2008 and April 2009, only 24,700 people moved to the 10-county metro area. (That’s after years of averaging more than 77,000 new residents each year.)

Atlanta, which had seen an average of 7,400 residents flock to the city every year since 2000, added only 3,400 new residents.

“We’re definitely seeing the impact of the recession,” Mike Alexander, chief of ARC’s Research Division, said in a press release. “We experienced slower growth in all 10 counties and in the City of Atlanta. Even so, Atlanta continues to lead the region’s growth.”

There’s a little bit of good news, though, something that’ll at least put a smile on the faces of smart-growth aficionados and urban planners. The ARC last week voted to extend its award-winning Livable Centers Initiative program until 2012. Created in 1999, the program offers grants to local governments to plan and design walkable communities where once there had been just cars and congestion.

It was expected to run out of funds and go into limbo late last year, but the $3 million promise of cash means metro residents might have a better chance of seeing blasé suburbanscapes turned into enjoyable places once the economy recovers and development begins anew.

A new AP report on census figures shows Atlanta is among the 25 fastest growing cities in the U.S.

The bureau found the population shifted from 520,368 persons in July 2007 to 537,958 in July 2008, about 3.4 percent.

We’re all so accustomed to gridlocked traffic and construction cranes that “Atlanta is growing” doesn’t seem like news.

It is.

Remember, despite the metro area’s half century of uninterrupted rapid growth, City of Atlanta lost population from the 1970s until the 1990s.

Also of noted: Last week the Atlanta Regional Commission released a report showing metro Atlanta is the second fastest-growing metro area in the country this decade after Dallas. By 2040, metro Atlanta is expected to be home to 8.3 million people.

Good thing local and state leaders are working so well together to meet our transportation and water needs.

(Correction: A previous version of this post incorrectly stated the 2000 U.S. Census showed a decline in Atlanta population from 1990. Here are the correct numbers.)

ARC: Metro Atlanta’s job, population growth to be ’steady’

The Atlanta Regional Commission says metro Atlanta will continue to grow, albeit at a slower pace than it enjoyed during the 1990s. Nonetheless, expect to call approximately three million more people neighbors by 2040.

In its latest monthly forecast, which is basically like Christmas for a fact-loving pagan wonk like myself, the commission’s researchers say:

slower growth in population and employment is likely to be the norm across the country, as well as in the Atlanta region. Many of the factors affecting metro Atlanta are nationwide phenomena. For example, the average family continues to shrink, including those of second and third-generation immigrants. Combine fewer births with the decrease in the number of baby boomers over the next 30 years, and it’s clear that natural attrition will play a large part in moderating the Atlanta Region’s growth.

By that time, its residents will also be a lot older and younger, too — which will mean fewer people to fill available jobs.

MARTA to decide service cuts, fare hikes today

Even with the Atlanta Regional Commission’s $25 million lifeline, MARTA must still make cost-cutting measures — and revenue-boosting decision — to balance its budget. Proposed measures include a fare hike, parking fee increases and changes to bus and train routes and schedules.

The transit agency’s board is expected to vote on those measures today at 1:30 p.m. Prior to the vote, MARTA board members will weigh public comments and citizen concerns received last week and during the official comment period.

The AJC’s Ariel Hart reports that the service cuts will not be immediately implemented. More on what the MARTA board decides later today.

Perdue approves ARC’s $25 million lifeline to MARTA

Straphangers and transit wonks can breathe easy, as Gov. Sonny Perdue today finalized a $25 million agreement between the Atlanta Regional Commission and MARTA that will help the transit agency avoid drastic service cuts.

Perdue’s action today was largely just red tape. As governor, Perdue must approve all projects paid for by federal stimulus dollars. The Georgia Regional Transportation Authority approved the ARC and MARTA’s agreement on Wednesday. Perdue had hinted he would do the same.

In exchange for funding to keep its trains and buses running, MARTA will spend $25 million on transit-related projects. ARC stepped up to help the cash-strapped transit agency after the Georgia General Assembly failed to pass a bill that would have allowed MARTA more control of its funding.

Perdue today also approved $121 million worth of other stimulus projects, including streetscape improvements in downtown Atlanta, park improvements in DeKalb County, and oodles of roads.

(UPDATED) ARC approves MARTA funding to avoid service reductions

In a packed meeting at its downtown headquarters, the Atlanta Regional Commission threw cash-strapped MARTA a life preserver today, approving a reallocation of $25 million in federal stimulus dollars to help the transit agency avoid drastic service reductions.

Officials stressed the one-time funding shuffle wasn’t a bailout. Under the terms of the agreement, MARTA will shift money from its capital fund to pay for MARTA-related road projects that will benefit the region.

Today’s one-time move by the ARC proved necessary after the Georgia General Assembly failed to pass legislation earlier this year that would allow MARTA more control over its funding. MARTA officials said the transit agency risked cutting a full day of service should new funding not be secured.

The deal wasn’t met with enthusiasm from everyone.

ARC, stimulus funds might help MARTA avoid cuts

The state just doesn’t seem to understand MARTA’s importance to metro Atlanta. The Atlanta Regional Commission, however, just might.

Ariel Hart of the AJC reports:

A committee of the Atlanta Regional Commission on Thursday recommended that ARC divert up to $25 million in stimulus funds to MARTA to meet operating shortfalls. The money had been intended for long-needed metro Atlanta transportation projects.

MARTA will still have to follow through with less draconian cuts, General Manager Beverly Scott said Thursday. They will likely include furloughs, raising employee payments for health care and stopping bus and train service at midnight.

An ARC spokesman tells CL that the full board will vote on the recommendation in May. In the meantime, it’s working with MARTA staff to examine its financial situation and to see if the transit agency can use the stimulus funds for operational purposes.

It’ll also be interesting to see what transportation projects might get dropped if the plan goes through.

GDOT, ARC approve stimulus projects in Fulton and DeKalb

The most tangible component of President Barack Obama’s $787 billion stimulus plan — transportation projects — is starting to take shape in metro Atlanta and Georgia.

Yesterday, the State Transportation Board today approved 135 projects — most of which involve bridge maintenance and road resurfacing — valued at more than $512 million.

And today, the Atlanta Regional Commission approved stimulus projects totaling more than $270 million — $95 million of which will help metro region transit agencies replace aging vehicles, complete maintenance projects, and improve park-and-ride facilities. MARTA has been allocated $55 million. Some pedestrian improvements are included in each agency’s project lists.

If Gov. Sonny Perdue approves the projects, bids will be solicited. Work is expected to begin immediately thereafter.

Georgia was allocated $1.1 billion in transportation funding under the plan — $931 million for roads and $144 million for transit projects. GDOT oversees 70 percent of that cash. The remaining funds are distributed among metropolitan planning organizations — i.e. the ARC.

On Thursday April 16th, New Urbanist extraordinare, Andres Duany, will open his three day SmartCode workshop in Decatur with a free talk about Smart Growth principles from 5:30p-8p at Holy Trinity Parish (515 E. Ponce de Leon Ave).

A book signing will follow the event.

Duany never disappoints, so come see what’s sure to be an entertaining romp through the principles and benefits of smart growth.

Entertaining, indeed. Duany recently envisioned five “senior living” sites in metro Atlanta as part of the Atlanta Regional Commission’s Lifelong Communities Initiative. In typical Duany fashion, the acclaimed New Urbanist ended up re-imagining not just the sites, but the surrounding areas, as well. (He even threw a gentle jab at the walkable wonderland east of Atlanta.)

The Atlanta Regional Commission didn’t ask Andres Duany to envision a mixed-use design for Gwinnett Place Mall when he visited the region in February. But he did anyway.

He imagined how the stereotypical shopping box out in the wilds of suburbia would look should our economy collapse. Residents would have safety in numbers, gathered in dense housing. They could raze the single-family sameness surrounding them and plant crops. They could erect a wall to protect them from the barbarian hordes. Duany even included a moat. Because that’s how badass Duany is.

Last month, the smart-growth guru and father of New Urbanism converged upon Atlanta with a team of urban planners to conduct a nine-day series of site-planning sessions.

Duany’s team focused on five sites in metro Atlanta as part of the Atlanta Regional Commission’s initiative to prepare for the coming surge in the metro region’s aging population. In 2030, the commission says, one out of five adults in metro Atlanta will be over the age of 60. They’ll need a place to live. For people with limited mobility, the 40-story isolation towers we’ve stuck them in for the last few decades aren’t cutting it. The metro region’s sprawlish character isn’t hospitable for someone who can’t drive to the doctor, pharmacy or store. Simply put, the way things are right now, metro Atlanta isn’t prepared to accommodate many of the same people who helped build their communities.

Duany’s group aimed to see how the public and private sector can work together to change that. And for a wonk like me, it was a thrilling concept. After the jump, pretty pictures and lots of basic details.

Last week, acclaimed New Urbanist Andres Duany visited metro Atlanta to design several mixed-use sites for the Atlanta Regional Commission. He was deliciously brutal in his criticism.

“If Decatur’s great, it’s only in the absence of anything better.”

— Duany rips into the Atlanta neighborhood that the audience claims to be the most walkable.

“The only reason Atlanta isn’t mortified by its urban sprawl is because of its landscape. This the best-looking urban sprawl in the country.”

— Duany claims the region’s low-rolling hills help mask the dumb-growth.

“You have [massive parking decks] all over Atlanta. Who the hell wants to drive to the 15th floor? You feel like a loser even if you find a parking space.”

— Duany says the city’s parking decks should never be taller than five stories.

“Your streets are fantastically dangerous. And it isn’t the muggers. It’s the motorists used to driving fast.”

— Duany points out that the city isn’t safe for pedestrians.

Note: Now that I’ve been provided with maps and designs, I’ll be writing more later in the week about Duany’s presentation and plans. He’s got a lot of interesting ideas for metro Atlanta — Toco Hills and Grant Park, in particular.

Atlanta, DeKalb win smart-growth grants

The hardest part about making progress in metro Atlanta is fixing the mistakes of its past — namely, the sprawl created in part by an auto-dependent lifestyle and cheap land stretching out in all directions.

Thankfully, the Atlanta Regional Commission has some idea of how to turn that sprawl into walkable and livable areas — places you actually want to be.

Today, the commission announced several new sites for its Livable Centers Initiative, an award-winning program that funds planning studies for cities and counties to help retrofit sprawl-afflicted areas. The two closest to home? The Donald Lee Hollowell-Veterans Memorial Parkway Corridor in Atlanta and Cobb County and the North Druid Hills Road Corridor in DeKalb County.

Amtrak, GDOT, Beltline: We can work it out?

You know that whole Beltline dispute? The one in which the Georgia Department of Transportation and Amtrak basically told Beltline officials that they’d have to make room in Northeast Atlanta for a commuter rail line? Officials from the agencies and departments involved met this morning and had what I’m sure was a very interesting sitdown. They’ve requested the federal government give them 30 days so they can try and resolve the dispute as a group.

So sayeth a joint statement from the agencies:

Atlanta – A meeting of officials from key organizations including the Georgia Department of Transportation (GDOT), the City of Atlanta, Atlanta Beltline, Inc., Amtrak, the Atlanta Regional Commission, MARTA and the Transit Implementation Board along with staff from Congressman John Lewis’ office was held today to discuss the critical issue regarding plans for the Northeast Beltline Corridor (“Decatur Street Belt”) and future options for multi-modal passenger terminals (MMPT).

The overarching goal of the meeting was to share information, communicate directly, discuss alternatives and seek out viable solutions for an amicable outcome that is in the best interest of our customers. To that end, the Georgia Department of Transportation, Atlanta Beltline Inc./ Atlanta Development Authority, Amtrak and Norfolk Southern have agreed to formally request that the Surface Transportation Board issue a 30 day stay of their proceedings in this matter in order to work towards a common solution that accommodates the Beltline vision, intercity and high speed rail in the region.

During this time, a technical team will work to investigate the potential alternatives. An Executive Team will also work to develop a final agreement between all of the parties.

All of the organizations involved acknowledged the importance of the Beltline project to the City of Atlanta and the region. Each recognized the common goal to provide much needed regional transportation options for the residents of and visitors to the City of Atlanta which have a profound effect on the economic future for the entire state of Georgia.

Beltline Network special meeting called over GDOT, AMTRAK dispute

Man, the Beltline can be pretty confusing, huh? So can writing about transit agency disputes.

To put it plainly: The vision of a 22-mile loop of transit, parks and trails is now in jeopardy after the state Department of Transportation and AMTRAK unexpectedly announced they had their own heavy-rail plans for the project’s northeast section along Piedmont Park.

On Wednesday, members of the Beltline Network, a citizen group that supports the project, will meet for a special-called meeting to discuss how to keep the $2.8 billion “Emerald Necklace” — the largest public-works project of its kind in the country — on track.

Liz Coyle, chair of the Beltline Network, writes in an “urgent” e-mail sent yesterday to members (emphasis added for the more civic-minded Fresh Loaf readers who want to get involved):

I am calling a special meeting of the BeltLine Network on this Wednesday, January 28, at 4:30pm at Trees Atlanta, 225 Chester Avenue. The purpose of this meeting is to discuss and strategize a community response to a threat to BeltLine transit. I will provide more details as available at the meeting, but to summarize the situation and get right to the point, AMTRAK has begun condemnation proceedings on the NE Corridor of the BeltLine. This is in response to Norfolk Southern Railroad (NSR), Atlanta BeltLine, Inc. (ABI) and Atlanta Development Authority (ADA) pursuing rail abandonment on the Northeast Corridor (aka the “Decatur Belt”) with the federal Surface Transportation Board (STB), a necessary step to advancing light rail transit in the BeltLine corridor. Georgia Department of Transportation (GDOT) and AMTRAK have filed Motions to Stay the abandonment proceedings.

Andres Duany tapped for metro Atlanta aging project

After months of behind-the-scenes coordination, the Atlanta Regional Commission can finally confirm celebrated New Urbanist Andres Duany’s project for metro Atlanta.

In early February, Duany and a team of town planners from his Duany Plater-Zyberk firm will hold a nine-day series of charrettes to design five sites in the metro region aimed at retrofitting communities — a proactive move to accommodate the growing population of aging metro Atlantans.

If that sounds like a ho-hum project for a town planner commonly called the “father of New Urbanism,” think more long-term. By 2030, according to the commission, one out of five people living in metro Atlanta will be over the age of 55. And the auto-dependent, subdivision existence that is metro Atlanta doesn’t bode well for those residents in terms of housing, transportation and quality of life.

Members of Duany’s team will set up shop in the commission’s downtown headquarters, hear input from stakeholders, and assemble and present its preliminary vision for five chosen sites — Toco Hills in DeKalb County, the Grant Park area along the Beltline, Mableton, Fayetteville and Conyers. Think of the process as Jackson Pollock meets urban planning.

Funding for the charrettes is provided by the American Association of Retired Persons, the U.S. Environmental Protection Agency and the Robert Wood Johnson Foundation.

Kathryn Lawler, the commission’s project manager, says the initiative is a first and could have national implications for how sprawl-ravaged regions can adapt to a population that’s living longer — and deserving of the right to move about the world like its younger counterparts.

ARC approves ‘Concept 3′ transit plan

A transit plan designed to make mobility in metro Atlanta more than just cars, cars and cars inched forward today.

The Atlanta Regional Commission this afternoon approved Concept 3, a regional transit plan that advocates are calling “the most far-reaching transit expansion plan in decades.” Designed by the Transit Planning Board, Concept 3 includes heavy rail, express buses, light rail and streetcars. Included in the design are the Beltline and portions of the Brain Train.

“If we actually build the projects in Concept 3, it will transform metro Atlanta in the 21st century just as assuredly as the railroads did in the 19th Century and the Airport and highways did in the 20th Century,” Lee Biola, president of Citizens for Progressive Transit, said in a press release.

To be clear, the commission’s seal of approval doesn’t mean we’ll be riding light-rail to Roswell in a year, it just makes it eligible to be added to a future regional transportation plan, or RTP — a necessary step if the plan hopes to compete for sorely-needed federal funding. A commission spokeswoman says transportation projects in the RTP fall under one of two designations  — one for plans whose funding has been identified, and another for those the commission “aspires” to see come to fruition. Concept 3 would be considered the latter, she says.

A little wonkish, yes, but stick with me here. As I reported last week, there’s a movement underway — yet again — to find more funding for transportation projects. Lt. Gov. Casey Cagle has pledged — scout’s honor — to re-introduce a regional sales tax to pay for transportation fixes. (It failed by three votes in the lieutenant governor’s chamber last session.) Dick Anderson, executive director of the Georgia Regional Transportation Authority, says he’s been examining a number of new funding mechanisms, including the oh-so controversial public-private partnership.

So while today’s news might not be like breaking ground to lay rails, it’s a start.

Atlanta Regional Commission recognized by EPA for smart-growth model

The Atlanta Regional Commission’s innovative program to help local communities benefit from the spot-planning blunders of their pasts has garnered the organization the U.S. Environmental Protection Agency’s National Smart Growth Achievement Award.

Since 1999, the Livable Centers Initiative (LCI) program has helped local communities design vibrant “town centers” where residents can live, work and play. Local governments apply to the commission for grants that pay for planning studies. To date, more than $141 million has been allocated.

Sounds mundane, but it’s actually cool. The program has sparked the interest of planning organizations across the nation as regions are finally trying to figure out how decades of sprawl can be retrofit to create town centers, increase areas of activity, and rethink transportation corridors. Think of it as making sense of exurban eyesores and annoyances. Or turning jalopies into Jaguars. Alliteration abounds!

The commission says the initiatives also help kickstart economic development while benefiting public health and the environment. The idea: More walkable communities encourage people to drive less and get around on their feet. This in turn reduces congestion and improves air quality while bringing people closer to their shopping needs and workplaces. And it’s been working:

Since the first LCI grants were awarded in 2000, more than 84,500 residential units, 20 million square feet of commercial space, 12,000 hotel units and 40 million square feet of office space are either planned, under construction or complete in these areas.

There’s a problem, however: This year marks the last the funds are committed to the program.

EPA Administrator Stephen L. Johnson presented the award to Dan Reuter, the commission’s land use division chief and LCI program manager, at the National Building Museum in Washington, D.C.

Memorial Drive development gets ARC’s OK

Memorial Drive’s fast-moving metamorphosis from industrial eyesore to a neighborhood with amenities continued last week after the Atlanta Regional Commission stamped its seal of approval on a 10-acre development that would feature a much-needed grocery store.

The project on the corner of Memorial Drive and Pearl Street would add 71,000 square feet of retail, 12,000 square feet of office space and 350 housing units to the area. It also requires the demolition of the Atlanta Dairies building.

Atlanta-based developers Brand Properties wouldn’t return calls about the project. Judging from site plans submitted to the commission, however, the $65-million project’s layout would be similar to that of the nearby Edgewood Shopping Center on Moreland Avenue — except more compact and a bit friendlier to foot traffic. It features storefronts along the streets surrounding a parking deck and courtyards.

It’s an ambitious endeavor at a time when financing is tight and housing is a gamble. But it’s also a development that regional planners say is smart for Memorial Drive — a close-to-downtown thoroughfare that’s seen land prices escalate as more people want to live closer to the city.

“Kind of the easiest way to think of it is ‘Paris-style’ density — four stories with ground-level retail,” Dan Reuter of the commission says. “It’s similar to what you find in Chicago, San Francisco and even New York City. It provides a good concentration of people in an area that can support retail.”

For the project to proceed, the city must rezone the property. If things go according to plan, the developers estimate the project will be complete in June 2010.

ARC announces ‘green’ certification for local governments

The Atlanta Regional Commission today launched a program that offers voluntary “green” certification for local governments.

From the ARC, the most badass planning agency in the world (take that, Chatham County-Savannah Metropolitan Planning Organization!):

The Green Communities Certification is intended to foster greater environmental stewardship by recognizing local governments that invest in programs leading to a more sustainable region. While some statewide programs exist around the U.S. and many individual governments have developed sustainability programs to reduce their environmental footprint, ARC’s Green Communities program is the first regional “green” certification program in the country.

Cities and counties that choose to participate can win points if they implement measures among 10 different categories including green building, green power and water-use reduction and efficiency. Each measure, depending on its difficulty and effectiveness, is worth five to 10 points. The number of points the county or local government racks up determines what level certification it receives.

So what’s it going to take to convince a city or county — many of whom are cash strapped in these tough times — to pursue such an initiative? Maybe just hammering into their brains that the “cost” of these programs is really an investment. And that thinking long-term isn’t just responsible — it also saves cash by slashing energy bills and maintenance costs. Sure, they’ll have to work with the groups or stakeholders who oppose the changes — i.e. the DeKalb County Toilet Wars© — to reach a compromise. But it’s worth it.

Russian hackers bring battle to Atlanta’s cyber-realm

Since Russia invaded neighboring Georgia two weeks ago, Atlanta’s been the target of several cyberattacks from unidentified hackers who are allegedly operating out of the former Evil Empire.

“Take that, metropolitan planning organization!”

There was this barrage against Tulip Systems Inc., an Atlanta-based hosting company whose CEO, Nino Doijashvili, was born in that other Georgia. Tulip offered to host Georgia President Mikhail Saakashvili’s website after it was overwhelmed by hackers traced to Moscow and St. Petersburg (that’s Russia, not Florida.) According to a domain lookup, the company is still hosting the site.

Tulip Systems wasn’t the only Atlanta outfit to face a cyberattack. The Atlanta Regional Commission’s website was attacked on Friday, causing Google to post a warning to visitors.

Take that, Gwinnett

The growth of the Atlanta metropolitan area is finally slowing. Not so for Atlanta proper, though. This is coming from the Atlanta Regional Commission.

First the bad news (or, depending on your opinion of sprawl, the good news):

The population of the 10-county region increased by 70,200 people between April 1, 2007 and April 1, 2008, the smallest increase since 2003 and 16 percent lower than the annual average increase of this decade.

Now, the part that really gets Gwinnett’s goat:

Despite the slowdown in the rest of the region, growth in the City of Atlanta remains robust with its largest single-year population gain in almost 40 years, up 13,100 people. The City’s annual growth also marks the first time in at least four decades that the City added more new residents than Gwinnett County.

The Atlanta Regional Commission is keeping mum about exactly what’ll be said, but representatives from Duany Plater-Zyberk & Company — as in Andres Duany, the man whose name is most often connected to any discussions about New Urbanism — are scheduled to address the planning organization on Wednesday at 1 p.m. about “aging.”

UPDATE: Just spoke with someone at the Atlanta Regional Commission who says that neither Andres Duany nor any of his representatives will be in attendance tomorrow. At the moment, any kind of project with the famed New Urbanist is merely in the brainstorming phase. Something may happen, something may not happen. But the chair of the commission’s Aging department will brief the board on the discussions. Sorry if we got any of the wonks out there excited. That being said, everything that follows below remains as is.

A hunch tells me it’s about how Atlanta may not be prepared to handle the large demographic shift and emergence of over-60 residents in the coming decades. According to the ARC, one out of every five metro Atlanta residents will be over the age of 60 by the year 2030.

The event is open to the public and will be held at the ARC’s offices downtown on Courtland Street at 1 p.m. If you enjoy hearing about administrative minutiae, you’ll love these meetings. And I mean that in a good way.

Speaking as someone who’s attended a lot of planning sessions and public workshops, senior citizens want to play a part in Atlanta’s next phase. They want walkable streets, sufficient transit and easy access to health care and amenities. They deserve these things as well, as do we all. I’ll attend and will report when it’s over.

Elitist freedom-hating New Yorkers move to, hate on Atlanta

The New York Sun caught wind of the Atlanta Regional Commission’s finding that a large number of New Yorers are moving south to Atlanta for its cheap(er) housing and job market and asked some expats how they like their new humid and congested environs. Turns out there are some disappointed folks. From the article:

“Atlanta is a second-tier city,” Jessica Harlan, 36, who relocated two years ago, said. “New York is cooler and more exciting in every respect.”

“If my kids have a Southern accent, I will kill myself,” Brooklyn native Jodi Fleisig, an Atlanta resident since 1998, said.

“I haven’t found a single slice of pizza I have been remotely satisfied with,” Mr. Merritt, 34, said. “I am not going to the corner pharmacy and being welcomed by name any longer. It was a culture shock.”

“I miss the lawn on Central Park,” Simone Joye, 42, who organized the site after moving to suburban Stone Mountain three years ago, said. “I miss pizza — real pizza — and bagels and lox. I miss bridges and the water, which creates a sense of serenity. Atlanta has no beaches.”

New York Magazine picks up on the Sun’s story and allows a little cubicle-curmudgeon venting. Most commenters touch on the obvious — sprawl, traffic, McMansions — whereas others say that while everything may be a degree or two less posh and/or pulsing than New York, it’s not half bad.

The best comment refers to Spencer Sloan, an exiled Russian chessmaster who lives in Atlanta. He’s also a local blogger and artist who maintains GoldenFiddle.

Anyone who badmouths Atlanta will have to deal with Spencer Sloan, if he’s not summering in Belle Ile, France.

As someone who was born and raised in Atlanta and lived in New York for a year and a half — and who came away from it all with a bunch of wonderful, fun, family friendly stories! — I’ll say I sorely miss the city.

I’m a sucker for street life, the romance of subways, and having to adapt to a city where everyone is on the move during the day, and sleeping on top of one another at night. I’ve never felt a greater sense of pride and community than when I lived in New York — a feeling I’ve noticed Atlanta sometimes lacks since I moved back.

But I love this place. I love its characters, its faults and its potential. But “the second-tier of second-tier” cities? That’s a little harsh.

You New Yorkers might have your fair share of these characters, but y’all don’t have a bigass chicken! Eat that, Soho!

Should I stay or should I go, metro Atlanta?

Using data from the Internal Revenue Service, the info maestros at the Atlanta Regional Commission analyzed the migratory patterns of metro Atlantans. When not doing that, they go through your trash. Here’s what they noticed about your fellow man:

According to the data, the 20-county metro region gained more than 800,000 residents from other states in 2000-2005, the majority of which moved into the 10-county core. We gain more than we lose, however, as a little more than 600,000 Georgians moved out-of-state. The primary origin state was New York, adding 38,000 residents to metro Atlanta and highlighting the fact that many of Georgia’s newest arrivals originate from the Northeast. You’ll also notice more people moving from the region’s core to the hinterlands than the other way around. To view more statistics, click here.

If only the IRS kept data showing how many people move out of Georgia because of congestion, air quality, crime, drought, the housing market and the fear of firearms on MARTA buses, this graphic would be sooo much cooler. But the ARC researchers did an incredible job nonetheless.
